With respect to Article VII, Section 3 of the By-laws; it was proposed that this By-law be modified to read: "When so established, the Department shall be the governing body of all Districts, Counties, and Posts within its jurisdiction, subject to the authority of the National organization." This was voted on and passed at the 117th Annual Convention, August 2012.
